Phl-Brazil Relations

Background

  • Official diplomatic relations between the Philippines and Brazil were established in July 1946.  
  • On 16 September 1965, Ambassador S. Carlos Tan opened the first Philippine chancery in Rio de Janeiro, Brazil’s former capital. The Philippine mission transferred to Brasilia on 01 September 1973.
  • Notable visits of Philippine officials to Brazil in the past few years:
    • Department of Foreign Affairs Undersecretary for Policy Erlinda F. Basilio as Head of Delegation for the 2nd PH-Brazil Bilateral Consultation Meeting held on 09 November 2012.
    • Secretary of National Economic Development Authority Arsenio M. Balisacan as Head of Philippine Delegation to Rio+20 on 19-22 June 2012.
    • Secretary of Budget and Management Florencio B. Abad represented the Philippines at the Open Government Partnership Conference on 16-18 April and Global Initiative on Fiscal Transparency on 19-20 April 2012, held in Brasilia, Brazil.  In addition, Department of Budget and Management senior officials traveled with him to Brazil and visited Belo Horizonte, Brasilia, Rio de Janeiro and Porto Alegre to learn first-hand Brazil’s best practices on “Participatory Budgeting” and poverty eradication programs, such as Bolsa Familia and Brasil Sem Fome.
    • Secretary of Foreign Affairs Albert F. del Rosario’s official visit, with Undersecretary Erlinda F. Basilio and Assistant Secretary Patricia Paez arrived in Brazil on 20-22 August 2011 at the invitation of Foreign Minister Antonio de Aguiar Patriota.
    • DFA Undersecretary Edsel T. Custodio as Head of Delegation to the 3rd Forum of the UN Alliance of Civilizations in Rio de Janeiro on 28-30 May 2010.
    • Department of Social Welfare Development (DSWD) Secretary Celia Capadocia-Yangco  as Head of Philippine delegation to the 12th Congress on Crime and Criminal Prevention in April 2010.
    • Vice President Noli de Castro and Senator Gringo Honasan attended the 5th World Urban Forum and 6th Global Forum of the Global Parliamentarians for Habitat in March 2010.
    • Department of Environment and Natural Resources (DENR) Undersecretary Manuel Gerochi as Head of Delegation to the group of Like-Minded Mega-Diverse Countries in March 2010.
    • President Gloria Macapagal-Arroyo’s Official Visit to Brazil on 24-25 June 2009.  The official delegation included DFA Secretary Alberto G. Romulo, Department of Trade and Industry (DTI) Secretary Peter Favila, Department of Agriculture (DA) Secretary Arthur Yap, Department of Energy (DOE) Secretary Angelo Reyes, and Department of Social Welfare Development (DSWD) Secretary Esperanza Cabral.
    • SRA Administrator Rafael Coscolluela participated in the 2009 Ethanol Summit held in Sao Paulo on 01-03 June 2009.
    • DSWD Secretary Esperanza Cabral was Head of the Philippine delegation to the Third World Congress Against the Sexual Exploitation of Children and Adolescents in Rio de Janeiro (November 2008).
    • DFA Undersecretary Edsel T. Custodio was Head of the Philippine delegation to the 1st ASEAN-MERCOSUL Ministerial Meeting in Brasilia in November 2008.
    • MMDA Chairman Bayani Fernando participated in a World Bank Study Tour on Urban Planning and Management in March 2008.
    • DFA Secretary Alberto G. Romulo as Head of Delegation to the 3rd FEALAC Ministerial Meeting in Brasilia in August 2007.
  • Brazilian officials that visited the Philippines in the past few years:
    • Arranjo Produtivo Local do Alcool (APLA) – Brazil Ethanol Cluster Executive Secretary Flavio Castelar visited the Philippines in early July 2011 to explore cooperation and investment opportunities in the biofuels sector.
    • Undersecretary General for Policy II, Ambassador Maria Edileuza Fontenele Reis came to the Philippines on 10 September 2010 for the 1st Bilateral Consultation Meeting of the Philippines and Brazil.
    • Deputy Director Alexandre Pontes Pontes of the Sanitary and Phytosanitary Negotiations of the Ministry of Agriculture, Livestock and Food Supply was Head of Delegation to the First Joint Committee Meeting between the Philippine Department of Agriculture and the Brazilian Agriculture Ministry on 28-30 April 2010.
    • Officials of Brazil’s Ministry of Agriculture, Livestock and Food Supply headed by Deputy Secretary Lino Colsera from the Secretariat for International Relations in Agribusiness visited Manila and met with Department of Agriculture (DA) officials on 07 May 2009.
    • A delegation from Brazil attended the Global Forum on Migration and Development led by Director Mitzi Gurgel Valente da Costa from the Department of Immigration and Legal Affairs of the Ministry of External Relations participated in the Global Forum on Migration and Development held on 27-30 October 2008 in Manila.
